ROC: Professional Supplier of OSV & OWU
Mr.
Liu Yongjiang graduated from Shanghai Jiaotong University. He is senior
engineer and deputy GM of Nantong Rainbow Offshore & Engineering
Equipments Co., Ltd. ( hereinafter short for ROC). With several years of
working experience in Japanese and Korean shipyards, Mr. Liu knows very
well the complicated operation procedure of many types of vessel. He
has participated in the construction of large Container Vessel,
Semi-submersible Drilling Platform, and jack-up wind turbine installing
vessel, etc.

Rely on the high effective manufacturing operation system and precise plan management systm established
Mr. Liu: ROC was wholly invested by Jiangsu Rainbow Heavy Industries Co., Ltd.
in Qidong offshore vessel industrial park which mainly engaged in
design, manufacturing and sales of offshore support vessels, offshore
wind turbine installing platforms, special marine engineering equipment
and auxiliary equipment.
ROC,
with investment of more than RMB 0.5 billion, occupies an area of
500,000 m2 and 800 meters coastline. ROC has fitted up with 100,000 m2
advanced heavy duty facilities workshops, 80,000 m2 heavy duty
facilities assembly area, 100,000 m2 offshore vessels building
workshops, two multi- functioned slipways c/w 300 ton gantry cranes and a
320- meter-long 50,000 ton heavy duty loading/unloading outfitting
wharf. ROC is also equipped with various advanced large scaled steel
cutting, bending, machining equipment for construction vessel and
heavy-duty facilities.
In
addition to hardware advantage, we have formed management system
suitable for ourselves while studying from advanced enterprises in

: Why the product orientation for ROC is OSV? What products include?
Compared with the same type of products, what is the advantage?
Mr.
Liu: From its establishment, ROC focuses on offshore support vessels
with high quality. With rich experience in manufacturing heavy lifting
equipment, shipbuilding equipment, ROC is dedicated to building the
first-class marine equipment production base. Currently, the company is
based on the three categories of products , first, OSV ( such as PSV,
AHTS , etc. ) ; Second, special engineering vessels ( including offshore
wind turbine installation platform, lifting and piling boat , floating
crane , semi-submersible vessels , dredging vessels , etc. ) ; third,
marine engineering support equipment, such as marine engineering crane,
pile shoe & pile legs , piles , mooring devices. In particular, we
have aimed at the market of offshore wind turbine installation vessel.
Since 2011, we have cooperated with domestic well-known institutions and
built the first self-elevating offshore wind power installation
platform (OWU for short) functioned in china.
Reporter : You just talked about the first OWU, then what do you think of the domestic market for offshore wind installation ?
Mr.
Liu: Currently, government pay great attention to offshore wind power
development along Jiangsu coastal, especially from Lianyungang to
Nantong. The plan is giant in both Europe and China. The offshore wind
power generation capacity will achieve 40,000 MW by 2020 in Europe and
30,000 MW in China. China planned 15 per cent of domestic electricity
generation from wind power in 2050, which is a very large target. But it
is worth noting that our plan is great but the progress is relatively
slow. Although we plan 30,000 MW in 2020 and 5000MW in 2015, but we
current only completed 300MW, which is a big gap, corresponding to lack
of installation facilities. In Europe, there are 21 sets of platforms
for offshore wind power installation, 16 sets under construction.
However there is only one in China. In the field of offshore wind power
installation, compared with great plan, China's lack of professional
installation equipment and programs. There are few companies which can
compete with the giant international wind power installation firms. In
the multitude of the market, ROC’s OWU, with great lifting capacity,
stable performance, the unique new jack-up hydraulic lift system wins
the market. OWU became the company's brand product.
Reporter:
As the leader of China's offshore wind power installation platform
builder, what are the characteristics of the OWU designed and built by
ROC?
Mr.
Liu: Based on comprehensive research and analysis for domestic offshore
wind farm, ROC proposed the systematic installation solution suitable
for China's coastal waters and independently developed and built the
first OWU functioned in China. We mainly focused on providing
comprehensive solution for offshore wind power installation and
maintenance with famous domestic universities. With the development of
offshore wind power, installing manner is more and more advanced.
Jack-up platform has become the world’s first choice. The soil of seabed
with abundant offshore wind resources in China is relatively soft.
Jack-up platform is difficult to stand up for itself because of soft
soil. We cooperate with the institutions and obtained own unique
solutions through research. The Platform boots pile, pile legs together
with additional system got national patents. Through increasing pile
shoe area, using special structure and high and low recoil device, our
OWU successfully stood up and pulled out of the soft seabed in China t .
This is the first OWU function in China.
